Hi @admaroach!

What changed (at least slightly) from previous discussions about dispatching to "all the handlers" was the introduction of the idea that the user can disable this querying.
That is the purpose of this sentence in the proposal:

   "User agents should allow users to disable support for the CanMakePaymentEvent."
