Seems like an unfortunate corner case, but in the event it occurs, I would think you'd want the user to install your app and then provide them with a message letting them know that you just temporarily can't service the merchant/user -- and perhaps let them know when you may be able to again. It would be nice to have the communication channel with them and to set the opportunity for them to come back and use your app later.
