Re: [w3c/webpayments-payment-apps-api] Payment app identifier to manifest filename mapping (#48)

@ianbjacobs if you want a reduced approach, my [proposal](https://github.com/tommythorsen/webpayments-demo/blob/gh-pages/proposals/Recommended%20Payment%20Apps.md) [above](https://github.com/w3c/webpayments-payment-apps-api/issues/48#issuecomment-275619722) would fit that bill. The only thing the merchant provides to recommend an app, is a url to a web page where the user can install the payment app.

I would still vote for leaving this out of V1, since it is possible for the merchants to implement recommendations fairly easily without this. I can try some time next week to actually implement this in my [test merchant page](https://tommythorsen.github.io/webpayments-demo/merchants/clothing/), to see how hard it is to do.
