[Apple Pay](https://developer.apple.com/reference/applepayjs/applepaysession) has `canMakePayments` and `canMakePaymentsWithActiveCard`. [Android Pay](https://developers.google.com/android-pay/tutorial#is_the_user_ready_to_pay_with_android_pay) has `isReadyToPay`.
