Re: [w3c/webpayments-method-identifiers] Removed wording about overloading identifiers (#33)

My understanding is that there was a strong desire to indicate what to expect at the end point of these URLs (and thus, it seems appropriate to mention it in this spec, as a reference to the payment method manifest spec).
