Re: [w3c/browser-payment-api] What if the user refuses to supply a shipping address (#279)

I think users should not give their browser or payment apps personally identifying information that these programs might just hand out willy nilly when they're doing things that do not require them.  In particular, a person buying digital content should not be revealing their address.  I'd imagine organizations like the EFF, etc. will be happy to add advice to this effect to their various guidelines.
