Re: [w3c/browser-payment-api] Payment app discovery (#155)

This issue is out of scope for the Payment Request API and there has been no activity since April. Considerations of Payment App discovery are being covered in the [Payment Apps API spec](https://w3c.github.io/webpayments-payment-apps-api/) and discussions on this topic should be directed there (probably the reason for lack of activity on this issue).
