Re: [w3c/webpayments-payment-apps-api] Thoughts on the current spec (#34)

I am closing this issue since:
 * We are moving in the direction of service workers, so addressing registration and network failures in that context.
 * The point about instrument-specific data at registration is addressed in issue 12
