[w3c/browser-payment-api] Implementations may choose to implement a timeouts (#253)

While waiting for the `updateWith` promise to resolve or while waiting for the page to call `complete` the user interface is blocked. Implementations may choose to apply timeouts in these circumstances. This change describes how such implementations should behave.
