[w3c/browser-payment-api] What is the shippingAddress of a PaymentResponse if requestShipping was false? (#352)

https://w3c.github.io/browser-payment-api/#user-accepts-the-payment-request-algorithm says what to set the shippingAddress to if requestShipping was true, but not if it was false.  Presumably it should get set to null.  Similar for other PaymentResponse members...
