Hmm, OK. I guess that makes these things a little tricky to specify then. E.g. if it's the payment app that does the processing into a BasicCardRequest, and the payment app is a UA-specific thing (e.g. Chrome's "Autofill basic card payment app" you mentioned), then there's no specification that ever actually uses BasicCardRequest :(.
