Re: [w3c/browser-payment-api] Clarify that HTTPS is required to use the API (#232)

My general response every time anyone asks why IDL is not sufficient is to say "because it is inscrutable by people who are not experts in IDL".  IDL is great for rigorously specifying the interface requirements, and awful for conveying that information.  Prose that explains and strengthens the IDL is essential to a better understanding of our specifications.  IMHO.
