Re: [w3c/browser-payment-api] If a card payment fails, should we support exclusion of that card instrument from matching? (#237)

Perhaps not a PAN being passed around, but maybe {paymentnetwork: visa, cardIdentifierIndex:1, result: failed} so the browser would interpret that and won't present card 1 from being shown to the user on try #2?
