Re: [w3c/webpayments-method-identifiers] Resolve whether browsers need to police payment app claims of supported methods (#11)

@zkoch had mentioned that he wanted some notion of what kind of real-world relationships we might see between payment methods and eligible apps. Off the top of my head, I can easily foresee the following kinds of payment methods existing in the ecosystem, and I think we want to ensure that we can support all of them:

|Basic Card| W3C| anyone|
|ABC-Co Card Tokens| W3C| anyone with the right back-end relationship|
|Altavista Card Tokens| Altavista, Inc.| anyone with the right back-end relationship|
|PayMe| PayMe LLC| Only PayMe and affiliates (e.g., only payme.com, payme.ru, or 给我钱 .中國, although the list may grow in the future)|
|Wallybux| WallyShop | Exclusively wallybux.com|
