Verifiable Claims Presentation for W3C TPAC 2016

Hi all,

Here's the draft presentation slide deck (attached) for Verifiable
Claims at W3C TPAC 2016:

It'll look familiar to the few of us that were at the W3C Advisory
Committee meeting and stayed for the Web Payments IG Meeting. A good
chunk of the material is re-hashed for those that weren't there to make
sure we're all reading off of the same page when we get to the new bits
in the presentation:

* The first Verifiable Claims face-to-face meeting at IIW #23
* A strategy for getting better W3M engagement on the charter
* Next steps (proceeding the work in non-W3C forums while we wait on
  W3C to form a Working Group)
