Re: [payment arch] Negotiation of payment terms

As we work on the design of the web payments architecture (
https://docs.google.com/document/d/1FbHscEFUA1P6Frm9h-98bgBF8oCNNu3_0BZh8l7Aa0c/edit)
I want to discuss the flow a little, where payment agents fit in and which
interfaces are used for which messages specifically for the offer and
negotiation of terms.

It seems that initiating the payment through the transfer of an offer
message to the payer is the most likely trigger. Do we forsee this offer
being passed to the payer's payment agent via the command/user interface or
via the agent-to-agent interface or both?

Imagine the use case where I am on the internet browsing an online store.
When I visit the checkout page the site delivers an offer to my browser
which the browser forwards to my payment agent. My payment agent begins
interacting directly with the store's payment agent and the flow continues.
Alternatively the site delivers a URL pointing to the site's payment agent
and including a reference to the offer.

I prefer the latter as it keeps the command interface very simple. There
would simply be a method like startTransaction(URL paymentAgentUrl) which
can be used for almost any scenario.

What do you think? Does the command interface (user to payment agent) need
to understand the higher level flows?
