[use cases] Use Cases updated with feedback from face-to-face

The Use Cases document has been updated with feedback from the NYC
face-to-face. Specifically,

* The Boleto use case was added as a sub-use case for the Invoice use
  case.

* The text of several of the use cases were updated to clarify some
  confusion identified at the face-to-face meeting.

* "Target version" entries were added for each use case, with the ones
  we identified for version 1.0 being moved to the top of the list and
  the others being marked as "Uncategorized".

* The "Goals" text for each use case was removed because it was highly
  repetitive and didn't add much to each use case (too vague).

I still haven't responded to David Baron's feedback on a few of the use
cases, nor have I had a chance to process the use case comments since
early June. Next steps with this document are to handle those comments
and start integrating the US Fed use cases as well as Gates Foundation
use cases.
