"Wallet Disambiguation" [WAS: need reason description for exclusion of UseCase v1]

At the time I recommended use of the term "depository":

Some prefer to define "digital wallet" as "Depository+PaymentRulesbase".

By combining these two functions into a single entity, informal e-commerce
tokens (e.g. membership-cards) that are supposed to get called by the
e-Invoice get jumbled with formally-regulated payment tokens (e.g.
credit/debit card instruments) that are supposed to get called by the
e-Depository.

May I suggest the terms "Depository and something like "Payment Rulesbase"
be used instead of "Wallet", to avoid ambiguity?
