[payment agent] Link to Google Doc version of Architecture/Technical Vision document

Per today’s discussion on the call, here is a link to the Google doc draft version of the Web Payments Architecture/Technical Vision document.  I will be working to update the document over the weekend, but wanted to make sure that everyone can access the document.  If you would like to have edit access, please send me the email address you would like me to use and I will be happy to add you.

The plan is to use Google docs to rapidly edit, and then convert the output to the respec format prior to FPWD using github and W3C version control.
