The paraphrased title above continues the unfortunate pattern of 
referring to the Conceptual Spec as simply "WebID Spec".  

Keeping the Conceptual Spec distinct from the Functional spec(s) 
is very important, and maintaining that clarity in all references 
to them will help a lot with that.

The full ACTION title --

   "Remove redundant sections from 
   <https://dvcs.w3.org/hg/WebID/raw-file/tip/spec/index-respec.html>, 
   based on content of 
   <https://dvcs.w3.org/hg/WebID/raw-file/tip/spec/identity-respec.html>;

A hopefully clearer paraphrase which I think more accurately
reflects our intent -- 

   "Andrei Sambra to create first Functional Spec, WebID-over-TLS 
   ("WebID-authn-TLS-spec", auth-respec.html) by removing 
   Conceptual Spec ("WebID-conceptual-spec", identity-respec.html) 
   redundancies from original Omnibus Spec (index-respec.html)."

That reads more as an ACTION than an ISSUE.  The ISSUE is that 
privacy hasn't been mentioned, and needs to be.  The ACTION is 
to add a Privacy Considerations section....
