I don't really agree on that, any simple profile page can be a FOAF profile thanks to RDFa, without the user even knowing what FOAF and RDFa means.
To go even further, a WebID provider could only provide a RDF/XML FOAF file only to user-agents accepting RDF/XML, so there's no HTML page at all, just RDF data served to who needs it
