The earliest file I can find containing "User-Agent" is an old version of w3.org/www/Protocols/HTTP/Presentation/http_rq.html dating to 22 Feb 1993. It's not in hype.tar at all, and that goes up to late 1992 I believe. So we're talking late 1992, early 1993.
