As Google is an active member of the WG, they are welcome to participate – just want to remind all that their / our participation is governed by the same policies that member companies agree to when they join W3C and a particular WG. The most important one being the W3C Patent policy<https://www.w3.org/Consortium/Patent-Policy-20170801/> that among other things states that if you have an IP and you make a proposal or a technical contribution to develop a technology that may be covered by that IP you’re making an implied agreement to make that IP available on terms described in the W3C Patent policy.
