So, to sum up what you just said: because fonts with CFF outlines may be equally subjected to table reordering in either the encoding or decoding steps, the DSIG may be invalidated and hence should be dropped.

In addition, such table reordering and DSIG-dropping still amount to a “modifying transform”, and therefore the bit 11 of head flags must be switched on for CFF-flavoured as well as TT-flavoured fonts.
