TTC Spec Changes

Vlad: indexes are easier to screw up than offsets, have to be
   careful here

   (discussion of offsets and indices)

Tl;dr Need to clarify what encoder and decoder should do wrt
table directory ordering and CollectionFontEntry indexes,
   potential for confusion

Vlad: we should have a separate section with more detail on how
this is encoded, and the decoder will fall out of that

Data type for table directory indices could be 255UInt16
instead of UInt16; saves N_fonts *N_table_entries bytes in most
   cases (50% of those bytes)

   (agreed)

Everyone: review TTC spec, suggest tweaks/improvements

Vlad: Tests for TTC require spec to be nailed down

CTS

I fear we have disconnected ourselves; one moment :D

   Khaled confirmed working on CTS

DK: Would we like to try to have Khaled join calls? (if
   schedule works)

Vlad: Yes, particularly as we get more into CTS details. He is
   confirmed as an invited expert.

   Rod: Will ping Khaled

action to rsheeter Invite Khaled to attend conference calls

How TTC Actually Works

(discussion of how some of spec is a bit gray, can we get more
information of how it is used in the wild)

Last Call for Topics

DK: Mark Adler has started review of the Brotli spec
... He will be writing a decoder from scratch, based purely on
the spec, in github. Will provide link later, provided no
   objections surface.
