I've started making editorial changes based on the discussions we've had in the last few meetings, and have posted a "work-in-progress" update for you all to review. I still have further things to do (e.g., reviewing/updating/reformatting footnotes), but wanted to make this available so we can see whether it's moving in a useful direction.

In particular, I've moved material from appendices B and C back into the main body of the document; much of it is now in the form of informative "notes" that are intended to supplement the formal specification but are located at the relevant places within it, rather than relegated to an appendix. Does this seem like a better way to present things? (I'm not sure how best to format those notes; for now I just did something simple to make them stand out from the rest of the document, but alternative suggestions are welcome.)
