We can't change https://www.w3.org/TR/WebCryptoAPI/ until we advance the spec. https://dvcs.w3.org/hg/webcrypto-api/raw-file/tip/spec/Overview.html should be replaced with a link to the real Editor's Draft which is at https://w3c.github.io/webcrypto/Overview.html.
