Web Cryptography Working Group extended

Dear Advisory Committee Representative,
Chairs, Web Crypto WG participants,

The Web Cryptography Working Group charter [1] is hereby extended through
30 September 2016.

The group encountered delays, including the departure of an editor, that
prevented the Web Cryptography API, currently a Candidate Recommendation,
to complete its Recommendation Track publication in the previous charter
extension [2]. Since then the group made a strong push to engage
implementors and testers, and is alternating bi-weekly testing meetings
and Working Group meetings.

Mindful of the Policy on W3C Group Charter End Dates [3], in particular
the Advisory Board recommendation that W3M grant charter extensions
sparingly, W3M deemed a charter extension was preferable over conducting
an AC review, and conducive to getting this work to Recommendation.
