I was looking through the document for recommendations on key sizes and did
not find any here or in the IRTF document.  I can't remember any discussions
about this so I wanted to verify if this was intentional or not.
Recommendations for both not less than and not greater than are frequently
done for application documents of crypto in the IETF now.  As an example,
not smaller than 2048 bits and not larger than 16384 are guaranteed to be
supported for RSA algorithms (numbers subject to fluctuation).
