Can you explain in more details why you believe Section 4.2 supports your
conclusions regarding deriveBits and deriveKey?

In particular, I'm guessing you're focusing on the (grammatically incorrect)
language from 4.2 that says

   The "enc" value is also be used for public keys used for key
   agreement operations.
