Colin,
W3C Web Crypto WG is not ignoring curve 25519. We are just waiting IETF CFRG to
come with a clear decision that it will be part of their recommended technology
for the future. 
In addition, there is a extensibility/errata mechanism the WG is currenlty
discussing whihc will allow to integrate such algo.
