Harry, from a process standpoint, it's not clear that the CFRG has accepted to
work on this document, even as an informational note.

e.g. comments such as
http://www.ietf.org/mail-archive/web/cfrg/current/msg05552.html or
http://www.ietf.org/mail-archive/web/cfrg/current/msg05555.html suggest this is
far from a resolved decision.

To the extent this issue is resolved, it's been punted, but the CFRG may
(rightfully, especially in context of
http://www.ietf.org/mail-archive/web/cfrg/current/msg05555.html ) decide not to
work on this.
