PROPOSAL: Close ISSUE-15: Discovering certificates associated with (private) keys

I would like to propose that we CLOSE ISSUE-15.

The current low-level proposal makes no incorporation of inter-origin
key sharing - it focuses solely on the representation and interaction
with Key objects.

The discovery of keys through various mechanisms is left as an
exercise for separate proposals, such as Mark Watson's Named Key
Discovery.

Given that there has been no work nor proposals on this issue in 5
months, and given the progress and timing of the current
specification, I would propose this issue be CLOSED for the current
specification.
