I would represent private keys as PKCS #8 DER encoded in Base64
Symmetric keys "as is" but encoded in Base64

You anyway need to import or export these in order to do something useful with them
so it does (IMO) not make sense creating a JOSE-PKCS-8.

A header telling if it symmetric or private is though thinkable.
