post-LC technical threads in the TC

Hi WebCGM WG --

A couple of interesting technical discussions are taking place in the 
WebCGM TC.  The spec-edit token is of course in the WG now, but any changes 
that we make in the WG must eventually be approved back in the TC, once we 
hand the spec back to OASIS.

Therefore it makes sense to ensure that relevant TC input to the 
WG-produced Working Drafts is coordinated in a timely manner (lest we risk 
an extra back-and-forth cycle to come to identical technical specs).
