I just noticed this:

[1] and [2] point to the expected things.  What should [3] point to?

** Is it "latest WebCGM recommendation"?
** Or is it "latest TR version of WebCGM"?

I think there was some discussion about this with Ian a couple years ago, 
but I can't recall the conclusion.  (I can probably find it in the 
archives, if you don't recall.)
