Transition request for WebCGM 2.1 to a First Public and Last Call Working Draft

I have sent the Transition request for WebCGM 2.1 to a First Public and 
Last Call Working Draft.

I have omitted to say that the group has approved transition (because it 
will do on Nov 11th). I would like to secure the short name.




I have also updated the "Status of this Document" section to say:

"... send comments through 07 November 2008."
