RE: WebCGM 2.1 Timeline

My only concern was that we don't have an MOU between OASIS and W3C that
covers a joint working relationship.  Remembering the effort that went
into the scope of the current MOU is painful, so an annex is needed and
carefully written.

WebCGM 2.0 was a Committee Specification from the WebCGM TC. OASIS which
was submitted to the W3C using the normal W3C Submission process. The
submission to W3C was acknowledged, and W3C created the WebCGM Working
Group. The group started the recommendation track with of a first and
Last Call WebCGM 2.0 Working Draft. It then produced a CR, PR and
finally a Recommendation.

My understanding is that for our new work,WebCGM 2.1, there will be no
submission to W3C. The work will be done jointly with OASIS and there
will a W3C first Working Draft by 15 April 2008, followed with a Last
Call WD by 01 July 2008 from an initial OASIS Committee Draft.

Also, Section 5 of the Mou [1] says:

"OASIS and W3C reserve the right to employ the process and agreement
established with this MoU for future versions of WebCGM, by providing an
annex with the reserved name and version, signed by the President of
OASIS and W3C's chairman or Chief Operating Officer."

Therefore we should ask for such annex.
