propose to cancel 12/13 telecon

WebCGM-ers,

The WG has expired.  The draft new Charter and the re-charter process are 
in limbo -- awaiting feedback and action from staff (Chris & Thierry).

In short, I don't think there is anything for us to do.

Our next telecon was to be this Thursday, 13-dec.  Lacking anything to work 
on, I propose to cancel.
