about lock-step time lines (PR and beyond)

Here is an analysis of the OASIS processing time line, for consideration in 
planning W3C PR and Rec transitions...

** (start) TC votes to submit for 15-day public review (before 2nd CS vote);
** (+0 days) Ask TC Admin (MM) for 15-day public review;
** (+ few days [n<5]) public review begins;
** (+ 15 days) public review ends;
** (+ m days) TC prepares disposition of any comments, votes for CS *and* 
simultaneously to request OS ballot;

Then:

** OS ballot request must go to TC Admin by 15th of month.
** On the 1st of the following month, OASIS review and OS ballot begins.
** At the end of that month, OS ballot closes.

ANALYSIS:  A December OS ballot, closing 31st December, is the best we can 
hope for.  To achieve that, we must make the ballot request by 15th 
November.  The ballot request cannot be made before 15+n+m days after W3C 
PR transition.

Example:  If W3C PR begins on 17th October, and there were a TC vote on 
18th October, then 15+n+m must be less than or equal to 28.  It will be 
tight and require careful scheduling of two TC meetings/votes, but is doable.
