[webauthn] Pull Request: update token binding citation

This fixes #1086 in anticipation of the imminent publication of draft-ietf-tokbind-protocol as RFC8471 (see  https://www.rfc-editor.org/authors/rfc8471.txt)

(I think the publication of the "cluster" is now largely waiting on area director approval of an update we made to section 6 of rfc-to-be 8473)

to be clear: If we merge this PR before RFC8471 is published, then we will have a broken link. IF that is not OK, then perhaps we ought to wait decide whether to merge this until the day we wish to publish WebAuthn Level 1 as PropRec and land it if RFC8471 is published, otherwise not. 

supposedly there are to be no spec changes when transitioning from PropRec to Rec, but updating the actual reference in the bibliography to point to the RFC during said transition seems like a minor editorial item, no?
