Re: [webauthn] truncation to 64-byte upper limit doesn't mention character boundaries

@nadalin I don't see how you can say that it is "beyond scope" since you already have text implementing a somewhat complex and arbitrary set of limits. 

Why is truncating on character (code point) boundaries is **not** hard. The current text should be fixed because what it specifies will lead to broken data---and in the next version you'll claim backward compatibility :-)
