Actually, I think @cjthompson has a point here -- note that in discussions wrt webauthn deployment approaches we (webauthn wg) have had, at least one RP is intending to not allow users to register creds that are held on a "non-portable" device, such as a laptop or desktop. Also, an RP could allow users to register multiple credentials from multiple devices with their account.
