RE: initializing working draft specs in github.com/webauthn?

Google folks have committed to do the merge of the 3 specifications into one specification, so PLEASE DO NOT MAKE ANY CHANGES TO THE SPECIFICATIONS IN GITHUB UNTIL THE MERGE IS DONE.

Done, with a s/SUBM-fido/webauthn.

I will change the CR styles later, but at least we can open issues for them and do pull requests starting now.
