Hi DanC,

This seems to be because the thing referred to was promoted
to a principle. When I first started editing this thing,
I prefixed all of the principles with "pr-". Apparently when
the item was promoted, the "pr-" was added to the existing
anchor. 

It seems reasonable to add another anchor there with
name="implied-dereference".

I used the "pr-" convention to avoid anchor name clashes
but now it seems like that was unnecessary and perhaps
silly.
