Rechartering Thread 1: Credential Management API

Based on our survey results and discussion at TPAC, there is
reasonable consensus for adopting a Credential Management API based on
the unofficial draft at:

http://mikewest.github.io/credentialmanagement/spec/

Mike West would be the primary editor.

Please reply to this thread if you would like to volunteer to be a
co-editor, bring additional source documents to the attention of the
WG, or express an objection to this being part of the WG's new
charter.
