New Gamepad editor

Hi All, 
In addition to James Hollyer, Matt Reynolds (Google) has also stepped up to become an Editor of the Gamepad API. Matt's been maintaining Chrome's Gamepad implementation for ~2 years, so it's phenomenal to have someone else with in-depth implementation experience join the editorial team.
