I don’t fully understand the question, but I think you are asking about which payment handler processes the payment? That would be payment handler selected by the user: So, if the user chooses Apple Pay, it’s Apple Pay, or Google Pay and so on. The only exception is “basic card”, in which case the browser returns credit card numbers, and the site needs to send those to a payment processor (same as using a HTML form).
