[TPAC2014] Creating an Issue focused agenda

The [Agenda] page for the October 27-28 meeting now includes a list of 
Potential Topics and other than a one hour block on Monday for the 
Editing TF plus IndieUI group (to discuss Editing and Selection API 
specs), currently, all other time slots are unallocated.

I seeded the Potential Topics list with all of the specs that have an 
Editor registered for the meeting. If you are one of those Editors, 
please update the wiki so that it includes the high priority bugs, 
issues, blockers, etc. you want to discuss at the meeting. (A goal here 
is for everyone to have some advance notice on most of the discussion 
topics, but as always, please continue to work on issues before the 
meeting.)

If you are an Editor and you did not register for the meeting please note:

a) If you can join the meeting via the teleconf bridge, please: 1) add 
your spec to the Potential Topics list and identify high priority 
discussion points; 2) plan to dial-in Monday morning (or let me know 
which open day + time slot you prefer to join the meeting).

b) If you cannot remotely participate in the meeting, please provide a 
short status of your spec, including any major blocking issues as well 
as general plans and expectations for the next six months (including 
publications plans). Please start a separate thread and use your spec's 
short name as the Subject: prefix (f.ex. "[html-imports] Oct 2014 status 
report and plans").

Here is the list of specs whose Editor(s) did not register for the 
meeting (if I made any mistakes, I apologize in advance, but please do 
let me know):

* Clipboard: Hallvord.

* Custom Elements: Dimitri.

* File API: Arun and Jonas; which v1 bugs are blocking a new LC; what 
are next steps; timeline for LC.

* Fullscreen: Tantek

* Gamepad: Ted and Scott; plan and expectations to get the spec to 
feature complete state (aka Last Call) and implementation status.

* HTML Imports: Hajime and Dimitri.

* Quota: Kinuko.

* Shadow DOM: Hayato and Dimitri.

* Streams: Domenic, Takeshi, Feras;  status and plans for spec layering; 
relationship to TC-39 efforts.

Proposals for other Potential Topics are of course welcome; please add 
them to the wiki.

Last, if anyone has any specific time+day slot requests for a topic, 
please speak up and we will do our best to accommodate your request.
