Hi Charles, All,

Regarding the chartering and scope dimension of your proposal 
(presumably to formally include in WebApps) ...

Other than Mozilla, is there any other implementor interest?

I'm wondering if steering this work to a CG would be `best` for now, 
especially if no one steps up to be Editor.
